JACKSONVILLE, Fla. -- Jacksonville police have arrested a Middleburg man after a pedestrian was struck on Spring Park Road in Jacksonville.

Charles Garrison, 24, is charged with leaving the scene of an accident resulting in injury.

A Jacksonville Sheriff's Office report said a witness followed Garrison after she saw the incident, then got the tag number. A witness told police she saw a woman begin to cross Spring Park Road eastbound at Emerson in the crosswalk.

The witness told police the victim was walking behind her.  The suspect then turned west onto Emerson and struck the victim in the crosswalk. The report said the victim fell down, and the driver sped off, accelerating.

The witness followed the driver and when she contacted him, he told her he was going back to the scene.

Another witness, who works across the street, told police he saw the victim fly up in the air and the suspect flee. He also described a long scratch along the passenger side of the suspect's vehicle.

Police said Garrison returned to the scene and told officers that the victim did not appear to be injured. He did not stop his car and check on the victim, the report said.

Garrison was arrested and taken to the Duval County Jail.

The victim said his left hip was hurting but he refused treatment.
